01 · Context
Background
The scheme emerged from cooperation discussions on higher education and academic mobility. The historical record links it to commitments made in 2014 to strengthen higher education, support institutions and make it easier for students and staff to study or work in another African country.
Its design recognised that mobility depends on more than travel. Participating institutions also need transparent processes for admissions, study periods, academic recognition and support for incoming and outgoing students and researchers.
Implementation was organised through competitive calls for proposals. The archived material records an initial call in 2016 and a second phase in 2017. These dates are retained as historical context and do not indicate that an application round is currently open.
02 · Intended outcomes
Objectives
The programme sought to expand the availability of highly trained professionals in Africa while contributing to longer-term social and economic development. At institutional level, it aimed to improve higher education through international cooperation and closer alignment of programmes and curricula among participating institutions.
For students and staff, the intended benefits included academic learning as well as linguistic and cultural experience gained in another country. The programme also placed mobility within a wider process of institutional internationalisation rather than treating individual exchanges as isolated activities.
03 · Delivery
Main activities
The source record describes seven selected projects intended to facilitate movement by students and academic staff among participating higher education institutions. It also anticipated exchanges of institutional practice with universities in Europe.
Programme oversight involved joint evaluation and monitoring across participating institutional services. In practical terms, the projects were expected to organise mobility, support participants and document implementation against the scheme's agreed objectives.
