Institutional meetings establish shared priorities and produce records that can be examined over time.

The seventh College-to-College meeting took place on 22 April 2015. It brought the European Commission and African Union Commission together to review political priorities and practical cooperation under the joint strategy in place at the time.

Recorded contextThis page records a meeting from 2015. Titles, mandates and policy frameworks should be read in their historical setting rather than as descriptions of present-day office holders or current policy.

Purpose of the meeting

The meeting was intended to give political and operational direction to cooperation between the participating institutions. Discussions took place in a plenary format and in four parallel sessions before a closing session considered the shared outcome.

A joint declaration was adopted within the respective responsibilities of the two commissions. The record describes constructive discussion across long-term cooperation priorities and urgent regional concerns, including the humanitarian situation in the Mediterranean at that time.

Five areas on the agenda

The road map then guiding cooperation grouped the discussion into five broad areas:

  1. Peace and security
  2. Democracy, governance and human rights
  3. Human development
  4. Sustainable and inclusive development, growth and continental integration
  5. Global and emerging issues

How to read the outcome

The declaration is an institutional record of the priorities discussed and positions adopted at that meeting. It should be read alongside its date, the road map operating in 2015 and the separate sector reports that informed the wider exchange.

Supporting records cover space cooperation, infrastructure, agriculture, food security and food safety. Together, they show how a high-level meeting connected broad political aims with work in individual policy areas.

Why this record remains useful

Historical meeting documents help readers trace continuity and change in cross-continental cooperation. They can clarify which issues were grouped together, how responsibilities were framed and which sector discussions fed into the wider institutional process.

They do not, by themselves, indicate the present status of a programme or commitment. Current interpretation requires comparison with more recent strategies, budgets, implementation reports and institutional statements.

Reading recorded policy

Four checks for using this record

Meeting pages are most useful when their scope and historical limits remain visible.

Confirm the date

Separate the 2015 meeting record from later strategies and current institutional arrangements.

Check document status

Distinguish a declaration, communiqué, sector report and editorial summary.

Compare the scope

Identify which institution and policy area each supporting file addresses.

Trace later action

Use newer implementation records before drawing conclusions about present policy.
